That is a lot of Victory and Melanoidin. Surely somebody else will come along and say too much. I will simply say that it is a lot and allow you to decide the best course of action. I personally enjoy heavy doses of medium-toasted malts. You can probably omit the carapils; the notoriously low-attenuating WY1968 will leave plenty of body in your beer. No harm in leaving it in, however.

I would simplify the hop schedule. Use however much Warrior you need at 60 to get your RDA of IBUs, then add the other 4oz of hops when your wort has cooled to 180 or so. I'd add another 2-4oz as a dry-hop.

Sounds fair. I modified the grain bill. I'm curious as to why you think I should simplify the hop schedule. Not that I don't agree with you, I'm just curious. I'm still fairly new to this and I'm still learning.

Adding hops while the wort is still boiling adds IBUs--often somewhat unpredictably--and drives off the aromatic compounds you're trying to extract. Under 180F, you won't get nearly the bitterness and will maximize flavor/aroma extraction. 60-minute add plus steep is how I do pretty much all my beers. Either method will yield fine beer.
