I brew an IPA that come out horrible but need to free up a keg and don’t have a beer gun. My question is can I re-rack to secondary let it go flat and then bottle as normal so I can give it a chance to really age. It has been in the keg for three months but I would like to give it longer so I figured if I bottle it I can age it for a long time or give it away to people who will drink free beer.

yeah or just bottle em now. it'll make no difference unless you wanna add fruit. aging in bottles can happen.
everything you'll do should be okay anyway.
Secondary is known for clearing up the cloudy looks. Lets take a peek at my latest pale ale without secondary...

You probably could but I wouldn't.
I can't imagine this would improve anything about the beer.
One usually doesn't want to age an IPA. If it's been in the keg 3 months it's most likely on it's way down hill anyway.
You can bottle from the keg without a beer gun.
There are a bunch of ways to do it try a search.
Then again if it truly "horrible" you might want to just dump it and not waste the time bottle something that is bad and not likely to get better.

I saw the beer gun thing but closest homebrew store is 200 miles away. Maybe I'll bottle in one gallon jugs and give it to the homeless.
