I am starting an oatmeal stout. When do I add the oatmeal to the boil? Also using Irish moss do I put it into a steeping bag for just direct into the wort.

1. oatmeal should be mashed, not boiled.
2. irish moss goes right into the boiling wort in the last 10-15 minutes.
 
Not much real use for irish moss in a dark beer like an oatmeal stout. Clarity won't be an issue of any kind. The beer is so dark you can't see through it with or without clarifying agents...

Its really more like a brown ale. Stout was the wrong term. Do you think I should still by-pass the moss?

I use irish moss in every one of my beers I brew, for the very important reason that I always use irish moss in every one of my beers I brew.
