Hi, I'm very new to brewing this being only my 5th batch, I have a copper brewmaster pilsner and am trying to follow the generic instructions.

It comes with a lager yeast which I understand provide better brewing results at lower temperatures. My question is, firstly doing I add the lager yeast to the fermentation bucket when it's around the 21c (70f) or what is the best temp,. Seconds fly my cellar has a constant temp of 9c (48f) is this to cold to brew this lager. Anycokment appreciated, and plead accept my apologies for any typos for some reason the ihone app doesn't let me see what I'm writing.

Easy mistakes to make!
 
The Cooper's lager yeast can ferment as low as 13C (55.4F). So maybe ferment it at 58F to be sure it doesn't take too long to start fermenting.
