how do you convert all grain recipes to extract recipes?

yes and no. Some recipes will convert perfectly, but if the AG recipe contains grains with no enzyme power, you really can't just steep those grains for an extract batch. You'd have to also include some of the base malt from the AG recipe to convert those grains. That takes you toward a Partial Mash kind of brewing.
