If the idea behind cold crashing is to get all the particulates to settle to the bottom before bottling, how does any yeast get transferred to the bottle to actually carb up the beer? Is it going to take me forever to have carbonation?
 
There will still be enough yeast in suspension to get the job done. Sure, it may take an extra week, but it will be fine. If you're really worried, just kick up a little of the settled yeast when you transfer to your bottling bucket so it goes back into suspension.
 
It took me 2 or 3 weeks once to carb up a cider I made after cold crashing.
 
As the above poster says, there is still plenty of yeast in suspension to carb up your beer.

Considering I have zero experience with making cider, how long does it normally take to carb? 2-3 weeks for beer is pretty average when bottling.

Don't worry about it at all. I cold crash and add gelatin, and there's still more than enough yeast left to carbonate in a couple weeks.

A beer can be pretty "drinkable" after a week. I live in a warm climate and my bottle conditioning usually goes pretty quick but 2 or 3 weeks would definitely be carbonated.
