I got a free 20 lb tank from a buddy and he was told that it needed to be certified when he tried to take it in. Any ideas what this is all about?

5 year hydrotest from either the last stamp on the cylinder or the actual manufacture date...Required by DOT. A 2000 year cylinder would require a hydrotest in 2005

It's the number stamped on the bottle that my local welding supply completely ignores when returning for a full one :)

They pressure it up with water @ 1.5 times the Maximum Allowable Working Pressure (MAWP) to make sure it is still capable of holding a gas. If there are no leaks, they stamp a new hydro test date on it.

Try a welding shop or another one if that is where he went. The place I go to just swaps out tanks. That way I never have to worry about it.

Tanks pressure tested for safety = good
Tanks exploding from damage or metal fatigue = bad

If it passes certification you are set for years... I thought it was for 12, but it might be 5 as poislb said. I just trade tank's when empty. I let them worry about it. I paid $80 when I leased /bought my tank so a freebee that cost you $5-$10 to certify seems cheap to me.. On the other hand I like dropping a tank off and not waiting for it to be refilled which could be 10 minutes to a week..

Swap tanks, most welding places hate people who insist on getting their tanks filled. They test as needed.
