Chlorine water and star san

So I have heard that if your star san turns cloudy it's no good but when I use star San with my city water it turns cloudy. I think it's because of the chlorine in our water anyone else have this problem and is it ok to use?
 
Cloudy does not equal worthless with star-san.
Effectiveness is a function of pH.
I think it becomes no good above pH of 3-4
 
It's actually certain minerals in some tap water which makes it go cloudy, sometimes immediately. It's fine to use, although the shelf life may be reduced.

Since StarSan can be used repeatedly if kept uncontaminated, I buy the 88 cent gallon jugs of distilled water at Walmart for mixing StarSan. No cloudiness and pH is still below 3 (tested with a calibrated meter) several months later.
