Chilling too fast?

Hi!

I got a XL Plate Chiller, I can chill about 40L of wort in a couple of minutes to 20C without any problems. This means that the last hop adition at 0:00 gets very little time to do it's magic if I chill the wort after a couple of minutes.

Should I let the wort rest after boil for 10-15mins before chilling?

(Using 70L eBIAB urn)

Absolutely yes. A whirlpool wouldn't be a bad idea either. That will keep any trub from clogging your chiller. I have never had it happen myself but I've heard enough horror stories.
