Carbonation prob

My IPA clone of a hop devil has been on bottle for almost 3 weeks now and my carbonation seems very low. I used an extract kit wondering what best way to bottle is?

How much beer did you have? What did you use to prime with? How much primer did you use? What temperature are your bottles at? What was your OG and FG?
