No. You can naturally carb in a keg, but it won't be enough to serve. You could get one of those portable CO2 guns, but you'll need a few cartrigdes to get through one keg.

Regardless of how you dispense, you'll still need co2 to seal the keg so that it CAN carbonate.
 
I think the OP was asking if he can naturally carb, then use a CO2 bottle for serving.

Though, I could be reading it wrong...

My plan would be to carb the beer outside of my kegerator at room temp with corn suger just like I would when bottleing. Then put it in the kegerator when I run out of one of the other kegs. Keep maybe 3 in three out.

That will work great *IF* your kegs seal.
You might have to hit the kegs with 20 PSI or so to convince them to seal, then leave them alone to carb.
