I am looking at an extract kit from Midwest Supplies, Hank's Hefeweizen, it states included is "Carapils® specialty grains", is this just "BRIESS CARAPILS® MALT - MAILLARD MALTS®" , which they sell?

Basically malt in this case?

It would be a malt intended for steeping via a bag. It is a 1.5L caramel malt which is intended to add dextrins for a more creamy mouthfeel and better head retention, without adding much else (flavor or color wise). The name is a registered trademark of Briess.

....in North America, but a trademark of Weyermann elsewhere (Weyermann have to call theirs Carafoam in North America). Briess are very explicit in saying that theirs is not a caramel malt, but a dextrin malt, which has less fermentable sugar.

But regardless of that - I don't know the particular kit involved, but it looks like the OP is correct in their assumption.
 
Ideally, Carapils (or Carafoam) should be mashed (with a base malt). Unlike Crystal/Caramel malt, it's very starchy, not sweet and sugary. Not sure steeping does it justice.
