i want to make a stout or porter but only have chocolate for the dark portion.

will 90/10
2 row and chocolate make a drinkable dark beer
 
It definitely will, although you might opt for a more expressive base malt (MO, GP, etc) if you don't want to buy extra roasted grains.
 
Not all chocolate malt is the same. If its the light version, 10% might be OK. You can also make your own victory and other toasted malts out of plain 2 row by using a cookie sheet in your oven. If you have an old air popper for popcorn you can make roasted barley (I do it outside).
