5 Gal. batch

12 lbs Pale Malt (2 Row) US (2.0 SRM) Grain 1
8.00 oz Barley, Flaked (1.7 SRM) Grain 2
8.00 oz Cara-Pils/Dextrine (2.0 SRM) Grain 3
8.00 oz Honey Malt (25.0 SRM) Grain 4

To convert the base malt to Dry Malt Extract, you would multiply by .6875

So, 12 pounds of pale malt x .6875 = 8.25 pounds of Dry Malt Extract

The Cara-Pils and the Honey Malt can both be steeped, so no worries there.
Unfortunately the Flaked Barley is going to need to be mashed, steeping it won't do much good.

But it's not that big of an issue really, you can do a mini-mash with some 2 row and it will all be ok. Maybe something like this:

7# Pale Dry Malt Extract
2# 2-row
8 oz Flaked Barley
8 oz Cara-pils
8 oz Honey malt

The 2 row, flaked barley, cara-pils, and honey malt can be mashed together in roughly 5.5 quarts of water for 60 min at 150 degrees. You can grind all the grains together and put them in an appropriately sized grain bag for your needs.

You can rinse (sparge) the grains with an additional gallon of 165 degree water after the mash by lifting the grain bag out of the pot and pouring the water directly over the bag and into the pot. You can then bring it to boil and you are all set just as if you were starting an extract brew.

Add enough water to get you to where you need to be for your boil needs (I assume you would start off at roughly 2.5 to 3 gallons for your boil starting size unless you are doing a full boil for your extract brewing).

Hope this helps,
