why not? just make sure you boil it for 15 minutes to sterilize it, chill, and pitch. Judging how much will be the only tough part but I use the '10 g to 1 ml' rule for DME and it should be, what, a little more for LME? For a 2L starter, if it were me, I'd probably use about 225 g.
 
I have never tried, but it bet it is ok if you get the right SG, 1.040?
I have been using malta with water... it works like a charm for my pacman culturing affair.
 
Absouletly...you can use DME or LME when making a starter... if you look at the threads up near the top of this message board you can see links to other posts about how people make there starters, it will help you with the ratio of water to LME...Personally, I only use DME so I can't really speak to the LME to water ratio.
