Getting a kegging system and a friend has an old co2 tank that is half full he is lettingm me have to use. He doesn't know how when he got it last filled. I was just wondering if the gas and tank would be ok to use as long as it's not leaking. The tank will need recertified when I refill it.

Nope - the Gas is remarkably stable - no worries assuming the inside of the tank is rust free. Most are but inexpensive fillers may have some water vapor present. You will know when you get the tank re-certified or just exchange it for a different one

Don't worry, that gas was probably already millions of years old when it was pumped in the tank, so it didn't really get much older in the meantime. ;) As long as the tank had positive pressure than no contamination from the ouside is possible either.
