No, the 5500w element uses 23 amps at 240 volts. The relay in that control is rated for 16 amps.

You probably need to look for a PID type of control rather than a thermostat type. The PID will hold the mash temperature more accurately. An Auber PID and a SSR will do the job. Search the forums for Auber 2352 or something similar.
 
you could of course use a controller like that (not exactly that one) to output to a appropriately sized mechanical relay or solid state relay to switch the element.
