This bug appeared on my hops last summer, up here in Washington State. Just wondering if anyone has any idea what it is and how harmful it is to the plant.

Awesome, thanks! I did spot quite a few ladybugs on my hops last year. Is that a sign that there were aphids on the leaves? Should I be on the lookout for anything, or just assume the ladybugs will take care of it? The plants seemed to produce just fine although the one I noticed them on was a first year plant.
 
100% ladybug larvae. Aphid muncher extraordinaire. Yes you probably have pests, but nature takes care of them usually. If they are healthy, dont worry. Spot-check the back of the leaves periodically for aphids. Only escalate to more drastic measures if your plants start becoming distressed. Also monitor for ant activity, some ant colonies farm aphids for honeydew.
