Can a brew belt be used on a plastic Carnot during the secondary fermenting?

Yes it can, I personally use a heating pad it has an auto off feature after about an hour. I read a thread somewhere on this forum that someone left their belt on for hours raising the temp inside to like 85* F

I use a brew belt on my better bottle with a temperature controller (stc-1000). No problems, doesn't get hot enough for long enough to melt it.

I have mine strapped around about the bottom 1/4 of the carboy as I have a temperature probe attached via bungee cord to the outside at about 1/2 way down
