I have discovered that I can brew 5 1/2 gallons with my setup. I generally let it sit in primary for 8-10 days and then rack the beer into a secondary for dry hopping. After 2 weeks in the secondary I keg 5 gal and would like to bottle the rest (64 oz) in two 32 oz bottles. Do I add priming sugar to the bottle or is there enough live yeast to carbonate?

If you're force-carbing in your keg, you'll need to add priming sugar to the bottles to get them to carb up.

I brew 5.5 gallon batches, too, but I never seem to have even 5 gallons after racking and dryhopping. I did a 6 gallon batch that allowed me to keg 5 gallons and bottle a 6-pack, though.
 
Do yourself a favor and go right past the Munton's CarbTabs and right to the Cooper's Drops. The smaller Tabs might seem nice and customizable, but they leave ugly floaty white flakes in your beer.
 
Yes there is plenty of yeast left in your beer, but nothing for them to ferment, so add some sugar, tablets or by the spoon.
I brew 5 IMP Gallon Batches which is about 6 US Gallons, Yesterday I kegged 2 brews and had about a gallon of each leftover, one being a Euro Lager and the other being a German Pilsner, I just blended the two remaining gallons in another keg.
