In general, how long until the effects of oxidation start to be perceptable?

If you are careless and just splash the beer into a bottle, the effects are noticeable in a few hours. If you chill the bottle, purge it with CO2, dial the serving pressure down to 1-2 psi, and pour carefully, oxidation will hardly occur at all.

You can use a Blichman beer gun Or the cheap alternative from BierMuncher

Niether of these options are "straight from the tap" but are from the keg. If you wanted straight from the tap you could have a small paintball co2 tanks with and on/off and a tube to run into the bottle to purge with oxygen out before filling the bottle.
