Bottled for 7 weeks and still low carbonation

I'm trying to figure out if I did something wrong. I brewed the Morebeer American Ale as my first brew 9 weeks ago today. Fermented for 2 weeks at 65deg with WLP001 yeast. It had an OG of 1.046 and FG of 1.010. I used 4 oz of corn sugar as my bottling sugar for about 4.5 gallons. I bottle conditioned at between 65-70deg.

I also did their Rogue I2PA the same day but fermented for three weeks. That one has pretty decent carbonation. It had an OG of 1.070 and FG of 1.019. I did everything else the same except for fermenting for one extra week and conditioning for one fewer.

Everything I have read has told me that higher gravity beers will take longer to carbonate and yet that one has more carbonation in less time. I also have a porter that has carbed for 4 weeks that has about the same carbonation as the American Ale after 7 weeks.

Any ideas?
 
did you stir up the sugar well enough? I don't know how many you have opened but if the sugar didn't mix well enough you may have a few over carbed bottles and a few under carbed bottles. Or not enough time has passed yet.

Well I added the sugar water after I had racked about 2 inches into the bottling bucket. I assumed the continued racking was gonna mix the sugar for me in there, that may be my problem.

I have opened most of the bottles by now but started drinking them after about 2 weeks. I haven't noticed much difference in carbonation in the bottles between now and then.
 
Generally, I have good carbonation after 10 days at 68 degrees. I use 3/4 c. of corn sugar or 6oz by volume though. So I use 50% more priming solution and that may be the difference.

If you don't have good carbonation after 7 weeks at a good temp., I don't think more time will do that much to increase the carbonation, unfortunately. Sorry, prob. not that answer you were looking for.

Try shaking all of your bottles and let em go one more week at 70 degrees.
