This may sound like a dumb question, when bottling my beer do I need to clean or sanitize the caps and the capping tool.

Some people say no. They should be good straight out the pack.

I get a bowl of sanitizer and drop them in there until I need them.

Before I used no-rinse sanitizer, I used to put them in a pyrex jug and pour boiling water over them; leaving them in the water until needed.

No you don't have to sanitize the capper.
 
You should always do something to clean them before use. These are coming off an assembly line and the low cost of the caps tells me not a lot of money is spent on sanatation. I mean, I pick mine up out of a bulk bin and purchase by the pound. The bin is open all day, all sorts of people put their hands in there and I'm not even sure where my hands have been all day.

Run your caps through some sort of sanitizer.
 
I don't sanitize mine, plus they're oxygen caps so wouldn't be a good idea to do so. No problems so far. YMMV
