A friend is coming in town on July 14th. I brewed an all grain Sierra Nevada PA clone only 2.5 gallons on Sunday. Would it be ok to ferment 1 week then dryhop in primary for 1 week then bottle after only 2 weeks. That would give it at least 3 to 4 weeks in the bottle. I used Nottingham yeast last time and it was done fermenting after 3 days. I'm just trying to have ready by July 14th.

I'd do two weeks in the primary, one week for the dry hop, and then three in the bottle. It helps to age it a little on the yeast cake and more sediment and yeast will fall out giving you a better product with out a heavy yeast cake on the bottom of your bottles.
You can do it, but do it right. Make sure you pitch enough yeast, maybe a bit more than MrMalty suggests, and ferment on the cool side. When you have a stable FG, dry hop for the remainder of the two weeks at ~70 (3-4 days is plenty of time to dry hop at 70), then package. You beer will definitely taste younger than if you left it on the cake longer, but it should be good if you pitch enough yeast and ferment cool. I've gone grain to glass in 12 days with an APA, of course I kegged it, so add 3 weeks to that for bottles.
