BM23C-b cooling issue

Hello, Im new to kegerators but a DIY'er. I was able to pick up a Bev Air Bm23C-b for $200. The evap fan and condenser fan run when you plug it in. Also when you turn the thermostat off, the compressor stops. Problem is, it doesn't cool.

When you turn it on and set it to the coldest setting the compressor lines will build up ice on the small copper line going into the "filter" looking item.

Could this mean low of R134a? Clogged line? bad filter? (The panel that covers the compressor has R134A 3.75 on it).

Here are pics of the kegerator, compressor and ice forming on the copper lines and filter.

Any ideas would be greatly appreciated. Thanks

I was just gifted a BM23 and have a similar issue, but I do not have the frost on the line. BTW- your wires looked like they are damaged by heat or is that just the angle of the camera and I see a shadow?

Oh I also noticed a valve has been installed on that unit so someone has performed service on it at sometime

after doing some research, I realized someone installed the wrong thermostat. Replaced it with the correct one and added some R134a it worked like a champ for three weeks then it wouldn't stay cold. Finally called a service company and apparently there was a clog about half way up the line in the back right side. Had to remove the long piece of metal that exposes the small capillary tubing. The line was icing up to a certain point and after that it was warm. They removed that point and got out the clog. Sealed it back, vacuumed the line and put R134a back in. Been running at a cool 38F for 4 months now. Beer flows like a mountain stream. You can find someone on Craigslist or thumbtack app to fix it cheap.

And yes. I had found that exact evaporator (valve) on eBay for $12 and had the service company install it while they were working on it.
