BJCP 13A Dry Stout

A light american lager can take BOS in NHC but a dry(or sweet) stout cant even place an gold medal winner in this category in the last eight years? What is up with that?

So a quick look at the results over the last few years showed that this year's winner was a 13(C), oatmeal stout, not a big American or RIS. The silver medal stout in 2011 was a 13 (b) sweet stout. I stopped looking after that.
