I want to make sure my fermentation is going ok.

When I used Belle Saison, I had a highly active airlock after 12 hours. Fermented at 72-75*. I know Belle Saison likes to ferment warmer than most yeast strains.

My S-04 batch has been fermenting around 62* and there was some airlock activity within 12 hours but it has been much slower. The "ideal temp" for S-04 said 58-63 on the package, I want to make sure that is fine and I don't need to move it somewhere warmer. Thanks for your help guys!

It's fine. Wait until it gets going, better get your blow off tube ready. 62°F or a bit lower is perfect.

The temp inside the fermentor will be a few degrees higher, once it takes off. Think about putting it in a storage tote or large cooler with water and a frozen water bottle or 2 twice a day, to keep it at that.
 
Most saison yeasts ferment on the warm side to begin with. S-04 is good in the low 60s. Give it some time.
