Beer coming out foamy

Recently kegged my first lager. I kegged it for 3 days at 30 psi, then down to 10. I also have it stored at 42 degrees, with bev tube about 7 ft in length. I don't know what I'm doing wrong but it comes out all foam. Is there any suggestions, or fixes? Please help. Thanks

Did you bleed off pressure first when you brought it back down to 10 psi?

Also, 7ft lines may be a bit short. I find better luck with 10-12 ft lines.
