Base Malt Question

So, I've been digging pretty deep as of late into the "why's" of all grain brewing.

I spent some time reading about different specialty malts and how they're created using different drying and heating techniques.

But one thing I haven't been able to get a definite answer on is Base Malts.

Is something like U.S. Pale Malt a totally different species of grain than say Belgian Pilsner or Maris Otter?

It can be made from different cultivars, but it is also the terroir in which it is grown. Also, each malting house has different processes which result in different flavors.
