Balancing formula?

is there a formula for balancing flavor between malt and hops? i was reading the post on increasing ABV and many suggestions said to increase the malt and added that for flavor, hops should be increased also. this got me to wondering, how do you guage or calculate the ratio of malts to hops?

what are the bittering units calculated at, if I wanted to be at 1.095 and be evenly bal what are you suggestiond
 
Do a search for Qbrew. Download the free software and play around with adding different hops for certain lengths of boil time. It tells you the IBU. It's a lot easier than doing math.
