So I've done some searching and couldn't find exactly what I was looking for:

The directions I Have are (to me) only somewhat clear as this is only my second batch.
After I steep the grains for 30 minutes do I than bring the steeped liquid back to a boil after the grains are out?

Also, put 2 gallons of cold water in carboy, strain wort into carboy and than add more water till I get to 5.5 gallons? ...do I have to strain or should I dump it all in?

Do I need to make a yeast starter? I got 1 pack of 11.5 gram safale us-05 (what he uses) and told me to Just sprinkle the yeast on top, with this beer is sprinkling ok?

Also, do I need a blow off tube for the first couple days or is an airlock ok?

Yes. After boiling you add your malt and hops as scheduled.

Yes. I would put 2.5 gallons of ICE cold water (to help cool down the wort)

Not necessary, sprinkling is fine.

Airlock is fine, providing you have enough headspace in your carboy. If the wort is close to the top you may want a blow off tube.
 
I wouldn't strain the hot wort into the carboy. I'm surprised the instructions don't tell you to cool the wort down to about 70 -80 degrees. I guess they are assuming that when you pour the Hot wort into the cool water it will cool it down? I don't like that. I think most "kits" say to boil your wort, cool it down, strain into fermenter, then add top off water to 5 or 5.5 gallons.

Also, if your attempting a 1.072 beer (which is fairly high gravity), a starter would be almost a necessity. S-05will be fine though. Just sprinkle it.
Relax, though, you'll make beer. This is only your second batch and you'll learn something from it and take it to the next batch.

I guess I could have skipped the turkey fryer this time around since it isn't a full.5 gallon boil, oh well, now I have it for when I need it.

I'm going to cool the wort down in an ice bath before I dump it in.

Since its getting strained there won't be as much trub correct?

If you didn't use a hop bag then you will be straining out the hops, that's it. The trub is the spent yeast, it will still be there when you go to bottle.
