I have not kegged many beers, this is maybe my 3rd or fourth.

I put 30ppsi (right measure?) in the keg, bled it, then filled it again. I then disconnected it from pressure and stored it at room temperature for two weeks until I had room in my freezer.

Last night I bled the pressure from the tank and hooked it up at 12ppsi at 40F. How long do I need to wait before this beer is carbed? Anything other than patience for solving this?

It should take about 10-14 days to carb up once it's hooked up.

If you want to hurry it up, you can turn the psi up to 30 psi for 36 hours, then purge and reset to 12 psi. It will be pretty well carbed up by then, but not fully.

You mean to keep it on pressure at 30psi? Was my mistake to take it off pressure and let it sit?
 
It's not going to carb if its off pressure, unless of course you added priming sugar when you kegged it.

Let the full keg sit @ 30 psi for a day or so and it'll be carbed, or like Yooper said 10-14 days at a lower PSI.
