I'm about to attempt my first AG Brew this weekend--plan on making Double IPA with a 15.5 lb grain bill. How do I figure out how much water to use for mash and batch sparge if the goal is to have 6.0-6.5 gallons of pre-boil solution?

I like to use 1.25 quarts of water per pound of grain, so I'd use 19.37 quarts of water for my strike water. You can plan on having the grain absorb some of that water- often .1 gallons per pound of grain. So, about 1.5 gallon will be absorbed. That means your first runnings from draining the mash should be around 3.35 gallons.

If you want to have 6.5 gallons preboil, that means you'll need 3.15 gallons of sparge water.

I like to use 1.25 quarts/pound because that's a good ratio, plus if you miss your temperatures, you can add more hot or cold water to help you get there without any problems at all.
 
15.5 lbs of grain in 3-4 gal. of water is going to take up a lot of room. Having never done this before, are you sure you have the room?
 
I made a 10 gallon mash lauter tun and have a 32qt brew pot, so having enough room shouldn't be an issue. Thanks for the advice. Basically, I'm shooting for 5.5 gallons or wort. Trying to figure out what ratio of water to grain to use for mash and the sparge were my biggest question. I've watched so many videos on batch sparging the method doesn't seem too difficult. Just hoping my first experience doesn't prove otherwise. Thanks again. Any other tips out there?
 
Drain your wort slow. When it comes to the boil, don't use the lid.

Also, what does your grain bill look like?

Have you considered fly sparging?
