I would say yes. you could spray the area with sanitize and probably get the job done. re-sanitize and put it all back together. should be no problem since its actively fermenting, it should push any o2 back out. and as long as its all clean i wouldn't worry.
 
It doesn't matter if your airlock bubbles or not... it's just a vent, a valve. You really don't need to worry about it. The yeast will do their jobs no matter what. You can always fix it before your next batch. You run more risk of hurting your batch fixing something that, honestly doesn't mean didly... An airlock bubble or it doesn't... so what? All that matters is fermentation... which you have. Leave it be.
 
Thanks for the responses...my biggest worry was being that it was the rubber gasket that the bad stuff could get in. I sanitized a razor blade and a small work area to be safe, unscrewed the cap and put the air lock and rubber gasket in Star San. I cut off the rough edges on the hole and completely cleaned and sanitized the cap, replaced the rubber gasket and air lock and popped it back on. All is good in the world now as I have a good seal.
