I have a recipe that calls for orange peel. Am I supposed to use the zest part or the peel or can I cut the orange peel in chunks and throw them into the boil?

Posted a similar question in the recipe section. My kit came with chunks of dried bitter orange peel. I can't really zest them because they are shriveled and dry. The kit just said to "crush spices".

The kit got good reviews. I think I am just going to toss the chunks of dried bitter orange peel in whole.
