Adding new yeast.

If I have to add more yeast, because fermentation has not started due to dead yeast, do I aerate the wort when doing so? Or would oxygen be bad at this point?

My wort has had no activity for almost 36 hours.
 
It can take up to 72 hours for the yeast to take off depending on a number of things. Wait another day before doing anything. If there still appears to be no activity in a day, check your gravity to make sure fermentation is not actually happening. If nothing is truly happening, aerating and pitching new yeast would be the right thing to do.
