Not sure what the 4th wire, blue, is on this PC fan. Black red and white I know, blue though, not a clue
 
Speed control, most likely. Many four-wire fans use a fixed voltage on the power connection then adjust speed based on the fourth wire...

Yeah I just built one today too. I had an extra yellow one that is speed control. I just snipped it off. Potentiometer works just fine.
