I use the 3-gal BBs for 2-1/2 gal batches. For most brews less than about 1.060 OG, they work fine, no blow off tube needed. I start with lower fermentation temperatures, between 60F and 64F. Anything over 1.060, I add a blow off tube.

For lower gravity brews, such as session beers, I have even crept the volume up to 2-3/4 gal and have not had a problem with needing the blow off tube.
 
I always put 2.75 gals in my 3-gallon Better Bottles and have never had a problem. (Well, I always use a blowoff for the first couple days, but with a couple drops of Fermcap, the krausen never got anywhere near the top. And that's with all sorts of different recipes, all sorts of different yeasts, etc.)
