Making a 2L starter (2L water - 7.1 oz DME) today.

I usually boil my starter wort in my 2L flask but this time I boiled it in a pot first. After my boil and cooling I transfered it to my flask and it was 1.6L

Can I go ahead and pitch my yeast or.....?
 
There's no point in prolonged boiling of starter wort, anything that's going to be killed will be killed in the first minute of exposure to boiling temperature.
Just bring the water to a boil, turn off the heat, mix in the DME (and nutrients if used) and let it sit for a minute or two before chilling it. I've been doing this for a couple of years now with no ill effects, and it pretty much eliminates any concern about boil-over on the wife's new SS range :)

I boil the DME and water together but same principle. Once I see bubbles the stove top is turned off and I put the flask in cold/ice water.
 
I boil 10-15 minutes for my starter wort, but I am not using DME. I use 2L of the second runnings from the most recent brew, which come in at 1.015-1.020. The longer boil gets me up to or over 1.030 and volume drops by about an eighth (1.75L). I may or may not step it up, depending on the state of the yeast.
