12v dc fan is doing start-stop very few seconds…

It’s in my side x side fridge, on the freezer side, blowing cold air into fridge side when called for by the inkbird. So initially i thought maybe frost buildup, but really don’t see any on the motor area.

so I’m stumped. Basically it spins a tiny amount, like maybe 15-30 degree rotation, then stops. Few seconds late does it again. Ad Infinitum. Hard to tell with freezer going, but almost seems to be making a slight buzz that increases as it builds up charge and does it’s tiny spin. Then waits a few, repeats. Etc.
this my fan, or maybe the power supply?
