10% Root Beer

There is a brewery by my house that makes 10% Root Beer and I want to make it I have no idea where to start. Im guessing I can just throw a whole mess of suger and yeast and water and put in extract at the end but I dont know if that is the way. Please help.

Yes yeast , sugar , water make a Liqure then add flavor suryp. Also Campden tab your Liqure so that you can sweet'n to taste with out re fermenting.
