Brewing Classic Styles implies that beech wood is traditionally used in Germany. Oak might be a good substitute, but apparently it's a little stronger than beech.
I had a similar problem with a beer once. If there is a lot of sediment, they can act as nucleation points for the CO2 in solution causing it to foam like crazy. I'd try chilling another bottle that has less sediment and seeing if that one gushes.

So I brewed a version of BierMuncher's Ode to Arthur Guiness clone, modified to be a partial mash. The actual mash bill was:
3 lb pale 2-row
2 lb toasted barley flakes
1 lb Roasted Barley
Mashed for 1 hour at 154°F and got a paltry 55% Extract efficiency

There's an Amazon seller that sells brass 1/2" to 3/4" female npt fittings (among others). Throw in a couple of these and you should be able to connect garden hose to the in and out sides of the chiller.
I'm thinking about brewing this, but fermenting under pressure (15 psi) to tame the out of control krausen. How much would this inhibit the Belgian character? I've read a Brulosophy exbeeriment that suggests it may not, but this is a pretty iconic beer that I'd like to get as close as possible...
An alternative to filtering the tap water first, you can treat it with a Campden tablet (either sodium metabisulfite or potassium metabisulfite). It will get rid of the chlorine or chloramines that may be in the water.
