I've had a couple starters that look similar to this. This is the wyeast 1968 with a 1 liter starter. Does this just mean that I've had a massive reproduction?

1968 is really flocculant and you'll get a really chuncky yeast starter almost everytime, or at least that has been my experience
 
I realized after the boil that I read the measurements wrong and it had only 750ml of water with 4.1 ounces of DME. I topped it off with water from the faucet and wasn't sure if I had something going on.
