What is this Bug?

Anyone know what that white bug is (I am in Houston, TX)? I am guessing they are aphids because the ants love them but I haven't seen any pictures of aphids like those yet... any advice on destroying them? Soap and water?

Either some type of an aphid or mealy bugs. I would try water with dish soap, and if that didn't work maybe neem oil if you want to keep it organic. Looks like tha is a squash plant?
