USA Federal limitations on Fermaid?

According to this article in the link below, there are Federal limitations on how much Fermaid K and DAP goes in to a must, and the original BOMM recipe busts that limit. I can't seem to find the writing on the books, and I'm curious if that only pertains to someone looking to sell their mead or if there's some health concern with using higher concentrations of Fermaid and DAP. The site offers a recipe mixture of Fermaid K, DAP, and Fermaid O as a workaround to skirt the quantities. I had planned to use solely Fermaid O in my BOMM. Does anyone know if there's a limit for this?

Grabbed from Cornell.edu: TTB regulations limit the amount of Fermaid-K that may be added due to the thiamin content. There are also potential health concerns relating to the increased potential for precursors of ethyl carbamate and certain amines. The limit only applies to commercial operations.

There is no limit published yet for Fermaid O.
