Buddy gave me 6 oz of locally grown cascade leaf hops in a sealed back. Upon opening the bag I found that some of the cones had a small amount of moisture to them and thus I would like to know if I can still use these for dry hopping and late additions in the boil. I currently have a cold so I cannot smell much of them. My need to add them is in about 75 min from now.

Thanks,

Yep, wrong color altogether.

Nope. Could me moldy in addition they look like they weren't properly sealed. You can't just put leaf hops in a bag wet to my knowledge.

I've never used leaf hops, but in all the pictures I have seen they were green. Unless your pictures changed the color I would be leery of using those.
