Rye just adds a little spicyness to the malt flavor, should go fine with any kind of hops. Many different Rye IPAs out there, different hop profiles and all.
I don't see why not assuming you use an appropriate amount of each.
I wouldn't brew a single hop IPA with Summit, but if you can incorporate some Centennial, Simcoe, and/or Amarillo then things can get really interesting.
