Stuck fermentation (cider)

OG 1.048. ---> stuck at 1.032 for two weeks

Fermentation started strong. Its still bubbling a good amount. No krausen for two weeks but is bubbling constantly. There has been no movement on the gravity.

5 gallons treetop cider
Omega hothead ale yeast (trying something different)

Nothing else added. It still appears to be bubbling...should i swirl it up a bit? Add more yeast? Move to a different container, then Add yeast? Its been about 3 weeks since it started fermentation.

Could it carbonate itself after it stopped fermenting? Airlock is still flowing.....can i add yeast after it carbonated a little
 
Looks like it has fermented fine. But it should be finishing around .998, not 1.032.

Juice doesn't seem to have preservatives, and yeast looks like a good choice. Not sure what it could be.

Do you use a refractometer? I suspect that is not he problem as your OG of 1.048 would result in a lower reading than 1.032 on a refractometer for a fermented wort.

Temperature: The yeast needs 62 F to ferment. If it were cold, it may have started OK, but would stop early as fermentation slows down and doesn't provide self heating. Have you tried warming it up to about 70 F?
