Agreed. Extract doesn't have as much of a reason to do full boils, since anything that you are interested in driving off by boiling has already been driven off during extract production.
 
The reason for the 60 minute boil is to extract bitterness from the hops. With only a 15 minute boil, it will be substantially less bitter than with a 60 minute boil. There are free brewing software calculators out there (like Brewer's Friend) that can estimate the IBUs for you but it really depends on how much time the wort spent at boiling temperatures or at near boiling temperatures to extract the bitterness.
