Given those ingredients, I'd probably do this or something similar. It stinks you can only do a 2.5g boil, b/c it requires more bittering hops to get utilization... You could try late extract method, but this is a recipe without late extract. Going to be a tad Amber for an IPA, but that's alright. I wouldn't use the 80L crystal, 1.7lb of crystal is way too much anyway. Lastly, 51IBU might not seem IPA-ish, but you can only get to an OG of 1.058, so I think its a pretty decent IBU and will keep it well balanced:
